How to recreate this hair in Cinema 4D? (FOLLOW UP)

**Hi, so from my previous post I got some help from Dr. Sassi and I wanted to thank him for that.

So, ive modified the current C4D file he uploaded and ive -reuploaded that here for reference.**

*So for my follow-up questions I have 2.
I'm wondering if its possible to stop each hair from intersecting with eachother?

Is it it possible to use weight painting to paint weight along each hair? (For instance, I'd like the root to act more stiff and have less movement than the tip of the hair)*
