Smear added to render - extra step?

Having an issue with what looks like an added step (like before), but this time, there is no option on the Global/Color Management tab to disable. I would like the entire image to be crisp and clean, and at the very end of the render, the mid portion get splotchy/cloudy spots. How might I keep the entire image nice and clean without those areas?

The mid-portion of image 0137 or 0150 (see URL below) seems clear.

This would be the only idea I have left. I tested all other options. Noise reduction is applied (AFAIK) after the Rendering: Render Settings> Redshift> Sampling> Denoising.
Let me know if the Denoise set to off helps. It is just a wild guess.
