Creating Shortcuts to Tools Not Listed in The Command Manager

Hi everyone, is there a way to create shortcuts to any tools that are not listed in the Command Manager? Mainly I would like to create a shortcut to the Wireframe option (Preferences -> Viewport Display) to be able to quickly turn the wireframe on and off. I'd be very thankful for any anwers.

Typical, that would be N~H, but that doesn't toggle it back to a previous state. I'm not sure what else I could suggest (I also tried to use the Python Script Log to get something, but that is not working either)
Perhaps adding the Editor View> Display menu to the interface might make it a little bit easier.
I have no idea if suggesting tech support will help here.
