I have a clone set to “Object Spline” mode. The spline is an oval, and there are 12 objects that loop around it by moving the clone’s offset. However, the object inside this clone must move back and forth by moving only the X-axis based on the position of the points on another spline—which, when viewed from the front, is always the same oval but has oscillations when viewed from above—and the object inside the clone must also follow these oscillations.

I'm afraid the image you pasted was too large and doesn't show. Can you use a file sharing service or make the image smaller?
I don't have the technical ability to increase the image size on this forum.

Alternatively, please share a simplified project file with only the clones and cloner... nothing else

The objects in the clone move along spline A with the offset. I would like them to then move along a single axis to reach spline B as well, while maintaining the movement speed of the offset from the first line A.

I'm not sure I understand the exact thing you're trying to do, but here's a setup that allows you to move the clones from one Spline to the Other.
The setup consists of two Matrix Objects. One for one Spline and one for the other.
The Splines Have uniform interpolation and the Matrices use Count.
The Cloner, clones on one Matrix and using the inheritance effector transfers clones to the second Matrix using the Linear Field.
Move the Field to see the result.
Let me know if this is what you want.

No, that's not what I'm looking for.
In reality, I have two objects moving along spline A. Object 2 is in turn pushed forward by a cam/guide, so it needs to maintain the same position and speed as the first clone. I'll give you an example of how both objects move, but I need the offset of object 2 to be the same as that of the spline.
In this case, I used a Plane Deformer with the field to give you an idea, but the displacement should be equal to the distance of spline B.

ok, I think I understand now, but this is not as simple as it seems... I need to look into it and see if there's a procedural solution. I'll do some tests next week...
