No delay with Plain Effector and "Modify Clone"

Hello everyone, basically I would like to use a delay for this animation, I used a Plain Effector with the "Modify Clone" option at 100% but if I add a Delay Effector it has no effect:

What do you want to delay? The change from one state to another or the change of a clone itself in PSR.
